Stillbrooke heads a sub-section of DARPA (The DoD's R&D agency) with an agenda similar to that of Britain's ODA. It's only ever referred to as "The Trust". Unlike the ODA, who operate in the public eye, The Trust is very much a secret endeavour (mainly because they break international law and countless treaties on a daily basis).
The other major difference between The Trust and the ODA is funding. Everything the Trust uses, from their bases to their equipment, is nice, shiny, new and very high-tec. The ODA operates out of an HQ that began construction when Queen Victoria was still on the throne and use simpler, cheaper gadgets (which forces them to be, for lack of a better turn of phrase; sneaky little bastards)
(Note: both groups are equally sinister, doing whatever it takes to keep their respective countries ahead of everyone else.)
Stillbrooke's research facility and HQ is located South East of Seattle, WA. (Which is in the North quarter of Vicky's patrol area)
why not base The Trust out of Area 51 or Dreamland? large chunks of the Southwest are owned by the federal government and it'd be a hell of a lot more secure than Washington State.
Reminds me of Ripper from Dr.Strangelove, I'll bet he isn't quite as unstable but he's way more dangerous. Also looks like he doesn't like desks, or paperwork and carries a .44 named Negotiator, for those tough arguments.
Does anyone really enforce international treaties outside of placing the occasional Balkan war criminal on trial? Reminds me of the Team America scene where Hans Blix threatens Kim Jung Il with an angry letter.

DARPA is a similar name to what the company Qinetiq used to have (DERA?) but of course course DERA actually did work for the MoD on many projects.
A real division of the US DoD.
...tbh, i thought i'd heard the name DARPA before.

Qinetiq don't have half the defense contracts they did though now, sadly. (can't say much for BAe though tbh.)
