General Stillbrooke

Another character development drawing for Little Victory.

Stillbrooke heads a sub-section of DARPA (The DoD's R&D agency) with an agenda similar to that of Britain's ODA.
It's only ever referred to as "The Trust". Unlike the ODA, who operate in the public eye, The Trust is very much a secret endeavour (mainly because they break international law and countless treaties on a daily basis).

The other major difference between The Trust and the ODA is funding. Everything the Trust uses, from their bases to their equipment, is nice, shiny, new and very high-tec.
The ODA operates out of an HQ that began construction when Queen Victoria was still on the throne and use simpler, cheaper gadgets (which forces them to be, for lack of a better turn of phrase; sneaky little bastards)

(Note: both groups are equally sinister, doing whatever it takes to keep their respective countries ahead of everyone else.)

Stillbrooke's research facility and HQ is located South East of Seattle, WA.
(Which is in the North quarter of Vicky's patrol area)
