Mayfair was originally just going to be a sneaky bastard with a high-powered gun. Then I got a bit of inspiration the opening to Sonic Unleashed ([link] - the only good thing about the game, I've heard).
He's still a sneaky bastard with a high-powered gun, but now he also has a 50 foot mech, designed specifically to shoot down super-humans.

That's not true-- the sountrack to Sonic Unleashed was pretty good. And... yeah that's about it.
